that's not quite correct. 'an' is used when the first letter of the next word is pronounced like a vowel.
e.g.:
an apple
an MTV production (here 'an' is used because the 'M' is pronounced 'EM')
an hour later (silent 'h', 'hour' pronounced like 'our' therefore 'an')
