"In 2000, the Committee of Ministers to Member States concerning Modern Languages (wie übersetzen?) suggested to develop a document, the European Language Portfolio."

"It should show the qualifications in language and other cultural experiences in a transparent and internationally standardized way."

The document should show the qualifications ans skills one has in a language.
wie meinst du das mit kulturellen erlebnissen? macht net soviel sinn....
Bevorzugst du die britische oder amerikanische Schreibweise? wenn du BE bevorzugst, heißt es auf jeden Fall standardised.

"Therefore, the Portfolio was adopted in Cracow on the 17th of October, 2000."

auch hier das erste Komma weglassen.
Therefore the Portfolio was adopted on the 17th October ( NIE IM LEBEN NEN OF DAZWISCHEN!!!!!!!! ) 2000 in Cracow / Poland.

"In addition, the Ministers of Education of all Council of Europe member States (wie übersetzen?) suggested that the governments should introduce this Portfolio."

wieder das komma weglassen.
ich würde sageN: the ministers of education of all european member states....
...should introduce this Portfolio in their country.

Today, I would like to tell you something about the European Language Portfolio.

In 2000, the Committee of Ministers to Member States concerning Modern Languages (wie übersetzen?) suggested to develop a document, the European Language Portfolio. It should show the qualifications in language and other cultural experiences in a transparent and internationally standardized way. Therefore, the Portfolio was adopted in Cracow on the 17th of October, 2000. In addition, the Ministers of Education of all Council of Europe member States (wie übersetzen?) suggested that the governments should introduce this Portfolio.

Now let me tell you something about it.
Everyone can get the Portfolio and it doesn't matter whether you learned the language inside or outside of formal education. There are six different levels with which everyone can see your qualifications in a certain language because of existing standards. These six levels are a (Verfeinerung) of the basic, intermediate and advanced, because the three levels can be divided in A1 and A2 (that's basic), B1 and B2 (that's intermediate) and finally C1 and C2 (that's advanced). Your personal level will be (festgelegt) by different tests.
 Folie!!
The Portfolio contains a language password which can be regulary updated. It also contains a detailed language biography, that means your experiences in each language and a dossier where you can keep some personal work.
This project has two aims:
On the one hand, it shows you your efforts and your skills in certain languages.
This should motivate you to seek new intercultural experiences and even to learn another language. This can be achieved by international contacts, by reading or by using (the?) tv and (the?) radio.
On the other hand, this Portfolio can be used to informate others about your skills.
This can, for example, help you in searching a job abroad because of its unifomity.
But there is also a pedagogic function:
With this project you can see your success in learning a language and therefore you can find out the most suitable way of learning.
Now I told you a lot about this Portfolio and I think it sounds quite boring and theoratically.
So let me tell you something about a program (software??) which you download under www.dialang.org.
Dialang is the first major language assessement system and it is based on the European Language Portfolio.
With Dialang you can find out what level you are. It offers you the possibility to test yourself in reading, writing, listening, grammar and vocabulary in 14 languages like English, French, Spanish, Greek or Dutch. After having made such a test, you a get a feedback and also an advice, but you don't get any certificates!
Now let's start a test!

sind da noch schwere Vokabeln, die ich davor erklären sollte?
